Stuck in the courtyard during the battle of Kvatch
This is a known bug from the original Oblivion. During the Siege of Kvatch quest, at the castle, Savlian Matius will tell you to "charge" but he does not move, and you already cleared all enemies, both outside and inside.

Solution
You need to enter the castle and go ahead, to finally reach the Count's Chamber. On the floor you will find the Count's body, search it and get the ring. Now go back to Savlian and he will talk to you and ask you to deliver the ring to him.
In case Savlian is still bugged out, you can try to fast travel or walk out of the city and find a camp at the Kvatch fast travel location. Around the entrance you should find Father Martin, talk to him to progress the quest.
